Please refer to your avatar base for any instruction on how to install costumes. Some avatars come with documentation, please refer to it.

Set up your VCC Avatar Project with your avatars, shaders and Modular Avatar installed.
Import the Tracksuit_Common.unitypackage file into your project before your avatar's costume
Import the Tracksuit_<AvatarName>.unitypackage into your project and drag the appropriate prefab onto your avatar root.
The included prefabs have a Modular Avatar prefab that automatically hides geometry underneath the clothing. It is recommended to leave this component intact unless you know what you're doing! It could cause clipping to occur, otherwise.
Some costumes for certain avatars may come with specific notes to help you. Please read them!
